Abstract
Public health actions to face cannabis use
are systematized. This paper includes cu-
rrent knowledge on cannabis and the issues
raised; the current international situation
and substance use trends; effects of canna-
bis on health; the legal framework and the
public health implications; and social clubs
of cannabis and regulatory framework in
Catalonia. The conclusions are: cannabis is
the most commonly used illicit drug in the
world and cannabis use carries health risks;
it should be discouraged cannabis use as
tobacco use is discouraged; there is a proli-
feration of associations and social clubs of
cannabis; people should be informed about
the risks and consequences of using alcohol,
tobacco, cannabis and other drugs; canna-
bis and substances of abuse can cause phy-
sical and mental harm on actual and poten-
tial users; there is agreement on the need to
reduce the impact of cannabis use on health
in vulnerable population: children, youth
and people with mental disorders, among
others; there is interest in separate the can-
nabis from other drugs market; preventive
and harm/risk reduction interventions, pro-
ven effective in the past twenty years, have
to be implemented; low changes designed
to regulate cannabis have to be introduced
in the existing legislation; we must be at-
tentive to the processes of change in drug
policies worldwide; and legislative changes
to regulate the use of cannabis and other
substances should be done under the pers-
pective of public health and human rights.

1. Cannabis: ¿de qué
estamos hablando?
Estamos hablando de que Cannabis Sativa
es una planta que contiene más de 400 com-
ponentes químicos, de los que se conocen al
menos 60 cannabinoides, los cuales son pro-
pios de la especie. De esos numerosos can-
nabinoides, los tres más importantes por sus
efectos psicoactivos son el delta-9-tetrahi-
drocannabinol (THC), el cannabidiol (CBD) y
el cannabinol (CBN). También estamos ha-
blando de algo que a veces se omite y que
dado el tema de esta conferencia conviene
no olvidar: es el hecho de que la sustancia
cannabis se halla incluida en la Lista 1 de
la Convención Única de Naciones Unidas de
1961, en la Ley 17/1967 de 8 de abril y en
la Ley Orgánica 10/1995 de 23 de noviembre
del Código Penal, referente al tráfico y al de-
lito penal contra la salud pública.
En cuanto a las presentaciones de canna-
bis, se consumen hojas secas y flores, que
es a lo que se refieren nombres como “can-
nabis”, “hierba”, “maría” y otros. También
se consume resina de cannabis, es decir, las
secreciones prensadas de la planta, que se
conocen como “hachís”, “chocolate” y otros.
